The National Council of Teacher Quality gives Arkansas an overall grade of B- for the way it governs the teaching profession. Only 5 states earned higher grades.
The report credits Arkansas for meeting some of the 32 policy goals set by the organization. The state got high marks in preparation of middle and high school teachers.
The state was criticized in the area of removing ineffective teachers but praised for retaining effective ones.
The grade is an improvement over the C and C- Arkansas received in 2011 and 2009 respectively.
