Arkansas House Panel Endorses Hair Braiding Bill

An Arkansas House committee has endorsed a bill where African-style hair braiders would be exempt from state cosmetology laws.

The Public Health, Welfare and Labor committee on Thursday gave support to the measure, which could end a federal court lawsuit against the state.

Braiders say required cosmetology courses don't cover their craft and can cost up to $20,000. They face fines if they practice without a license.

Republican Rep. Bob Ballinger of Hindsville says the law is embarrassing and discriminatory. He says it harms small business owners.

An attorney for the group suing Arkansas says current law violates braiders' constitutional rights. He says the lawsuit will be dismissed if Ballinger's bill passes as presented.

The bill now heads to the full House.
